MPCA regulates composting, recycling and solid waste in Minnesota by promoting and teaching the benefits. The agency also includes the 'Minneapolis Green to Go' which describes all of the environmentally acceptable ways of composting to ensure the maximum reduction of toxic materials found in waste. However, they also include alternative ways of changing consumption habits. The regulation of composting by MPCA provides the ability to continually develop and regenerate facilities to improve and provide reliable markets for for recyclable materials and compost throughout the state. The regulation was originally introduced in 2011 in just Minneapolis, however, was adopted on a state level due to the shear amount of waste reduction. The link to a news report aired on the 13th of September 2012 has been included which promotes Minnesota for being "one of the best states in America for recycling".
